President Obama starts to talk about our exit strategy from the Afghanistan war. He also attempts to refocus on military's return home. As he outlines in this address that there will be an additional 28,000 troops leaving Afghanistan by the end of this summer he calls on Congress to take the money we are no longer spending at war, use half of it to pay down our debt, and use the other half to rebuild America.
