President Obama requested an additional $5.8 billion to support the Department of State and U.S. Agency for International Development (USAID) in a FY 2017 Budget Amendment to counter Daesh and combat violent extremism.
Defeating Daesh, which poses an immediate threat to our citizens, our country, and our allies, is an urgent U.S. priority and we must ensure we have the full resources necessary to do so. Over the past two years, we have built an international coalition with 67 partners and devised a comprehensive strategy to attack Daesh at its core in Iraq and Syria; dismantle its foreign fighters, financing and
recruitment networks; stop its external operations; and confront its affiliates. We are aggressively implementing that strategy, and, along with our international partners, are poised to deliver a devastating defeat to Daesh by liberating Mosul in Iraq and by moving on Raqqah in Syria. While defeating Daesh in the territory it controls is essential, we must also continue to work with our partners and relentlessly pursue Daesh’s networks outside of Iraq and Syria to ensure a lasting defeat of its capacity to attack our interests and those of our allies. This budget amendment will enable us to do that, while also providing additional resources to address humanitarian needs, including in those in areas affected by Daesh, as well as to support a one-time increase for embassy security enhancements at posts threatened by Daesh and to accelerate other planned construction.
This is a critical moment in the campaign – a moment of both strategic opportunity and urgency. To advance our strategy and capitalize on our momentum against Daesh, we look forward to working with Congress to ensure that we have the funding for the critical civilian resources – both diplomatic and foreign assistance – that will be required to finish the mission.
